Hi everyone. Parking issues with Hackney council

Hi I am looking for a little help and info, I had a motorcycle which I sold. However new owner/driver has got a couple of parking tickets. These come through to my address. I contacted them right away to let them know I was no longer the owner or keeper. Sent proof of sale and along with new owners full name and address. I sent this to them, however they have now sent me a “Hackney council charge certificate” stating they sent me a penalty charge notice on 20/10/2020 and because they have received no info back (I did) they have now upped the charge and I now don’t have a option to appeal. If I don’t make £195 payment within 14 days it will go up. This is very annoying has I have called and spoke to them, explained again it was sold and if they contact dvla now then details should be updated. I also sent letter from dvla which states I’m no longer owner and which date bike was sold. They claimed they didn’t get it, I said I send it over again record delivery or email. They refused. I seriously can’t afford to pay this money. I had to sell my bike due to losing job. Any help or info would be greatly appreciated. Tia

What is the transfer date on the V5 before or after the offence?
