Bogus debt recovery for parking ticket 2 years old?

I have received a debt recovery notice for a parking offence in Brent Cross 2 years ago and until now knew nothing about it. The company is Debt Recovery Plus and Brent Cross tell me their tickets are issued through UKPC but I can't reach them on the phone the recorded message says call back. The charge is £145.00 increasing to £235 if I don't pay now. The parking notice number ends in 9999900 doesn't some authentic to me. Is this a scam?
