    If one suspects neighbours of crimes against humanity - both on an immediately practical level concerning everyday issues and regarding corruption and possible trafficking crimes, the effects of which are having evident negative consequences, whilst the local authorities in the area (previously convicted of crimes themselves in the past and having obviously missed the dragnet when that happened) are in collusion with them, forming a protection-racket - is there any jurisdiction beyond the scope of a nation's boundaries (within which, the status-quo is more important to those being contacted about it than these serious cases requiring investigation and definite action) for overseas law-enforcement to be able to look into such crimes, on the basis of appeal?
