Neighbours rainwater problem

Good afternoon,
I have an 7ssue where rainwater from my neighbours garden and garage drain onto my property which is flooding my garden, patio and garage.
I understand I can't do much about general drainage from their lawn but they have rainwater from their garage roof draining into a wheelie bin which if not empties comes onto my property.

Is their a law to prevent this?
