I have had a similar experience with the CTC around 2005 and 2006 I paid into a loan to access a Microsoft certified course online. The representative even came around to my home to speak to me and fill in the paper work.
The Course material where poor quality, whenever you rang it some random person who answered the phone, alarm bell rang when they stated you could take as long as want?
I think I spent £3,500 in the end and I was struggling economically as well being a recent graduate. However, I pursued the head of the company and took him to the small claims court, I had to go to Coventry where he lived as he said he was ill, never turned up to court. Switched addresses a few times so hard to keep track of him.
It was after this it took it up with the citizens advice bureau with a solicitor free for 10 minutes, he pointed out the consumer credit act Consumer Credit Act 1974 - Which? Consumer Rights
I never received the product so I contacted the Finance company, they sent a fraud officer to my home and I got my money back. Basically you never received the product, I got sent a leaflet that was meant to be a text book, no teaching took place, the teaching portal was even fake and was taken down after a year.
I have since done my research and these courses are a con in most cases. I think now days do a company check at companies’ house, I think the guy who ran the courses had had 12 other companies so not surprise there.
