Are their terms reasonable even if they don't make a successful claim on PPI?

In a word, no.

They have a term in their contract which says you have to comply with the ''claims process'' and if you don't respond to their repeated requests for documents & information which might identify prospective claims, they'll charge you damages for breach of contract.

It's a scam basically.
