Received a Notice of Debt Recovery for an unpaid parking charge the date of contravention was 07.02.2019. This is the first acknowledgement of this 'alleged offence'. I went online to Highview to see if there were any images which they normally show of the vehicle and the box where the images should be say picture temporarily unavailable. I have tried to appeal to Highview and they have said the time limit has expired and it has been referred to the collection agent. The DCBL have said they are waiting for photos to come back from Highview. Is there anything I can do to appeal further? are these companies even genuine?
