    Having recived a parking charge notice by post 19 days after the date in question ,is that legal ,as its the first i was made aware of this ?

    Depends on what you call legal. Is it a hire car?

    Post up a redacted copy of the notice but leave dates

    suggest you get a sign on so you can reply
