  • Can a HCEO get a warrant to force entry

I tried asking over at MSE, but got some cofusing advice, particularly as I'm not sure if I'm asking the right question.

Bit of background, last year I was sued in the High Court for copyright infringment. We're now at the enforcement stage and a HCEO sent me a Writ of Control saying he would visit a few weeks back. Today he visited. and has left a letter saying he may apply under Paragraph 15, schedule 12 of the Tribunals and Enforcement Act 2007 to force enter my home.

Now I'm aware that a bailiff cannot just force entry to my premises for this kind of debt and there are restrictions for what types of debt they can force entry to. But, my question is does Paragraph 15, Schedule 12 apply to any debt or is it for situation where they can ask for a warrant to force entry (eg criminal fines)? My understanding is this is the procedure for forcing entry where that's applicable, but I'm getting conflicting advice on this.
