Builder advertising lower prices-over a year of not available

I'm a Realtor. Often, I see builder's billboards and emails advertising lower cost then when asked about it, they say the lowest price is 50-75,000 more. Lennar in Bryson has continied to advertise in this manner and when my clients get the emails claiming lower prices when I'm telling them we can't find homes for that low, it creates issues. Lennar continues to send phishing emails to people without honoring the advertised price. Can this be bait and switch? Can anything be one?
