I suffered two near side punctures after hitting an exposed gas manhole cover because British Gas had not repaired the road patch around the steel cover properly. According to the local Highways Authority the gas company was to blame. Can you advise on what action I can take to reclaim my repair costs?

As the patch was on a local highway, they are the authority with the responsibility for it.
What evidence is there to even confirm British Gas actually made the failed repair?
They are BS'ing you in the hope that you just go away, do not concede.
Ask the local highways authority for details of their insurance company.
Had exactly same situations with damage to cycle wheels myself so know what to expect.
