    Hello,

    Received this as over stayed by 31 mins..any help would be appreciated..do I have any grounds to appeal??

    The charge notice states..
    Having checked the vehicle details with the driver and vehicle licensing agency DVLA we are writing to you because either you were the registered keeper at the time of parking, or the registered keeper has named you as the driver at the date and time of the event. In accordance with the terms and conditions clearly and prominently displayed and agreed to when your vehicle parked on our client's property, the payment of £100.00 is required within 28 days from the date of this notice.

    We will accept the reduced sum of £50.00 if payment within 14 days i.e before 05/10/2020. If payment is not received within 28days, an initial debt recovery charge of £40.00 will be incurred.

    The driver of this vehicleis required to pay this parking charge within the time frame stipulated above. As we do not know the driver's name or currentpostal address, if you were not the driver at the time,you should provide us with the name and current postal address of the driver and pass this notice to the driver. If the vehicle has been hired, please provide a signed statement confirming the hirers name and address and include a copy of both the hire agreement and their statement of liability.

                  You have 3 threads running on the same subject with information scattered amongst all three. All you have to do is reply at the end of the the thread. You need to run through all those threads and edit so that the identity of the driver cannot be inferred.

                  However, as long as this is not a hire car:

                  Dear Sirs,

                  I have just received your Notice to Keeper xxxxx for vehicle VRM xxxx

                  You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to deliver the notice within the relevant period of 14 days as prescribed by section 9 (4) of the Act. You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

                  There is no legal requirement to name the driver at the time and I will not be doing so.

                  Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

                    Sorry do I add the name that is one the letter it is addressed to where you have put notice to keeper xxxx

                    What is VRM do I put the car number plate down?

                      You put in the Vehicle Registration Mark

                        Would that be the charge notice ref number and the vehicle registration mark the car number plate??
