Can I please get some advise, how to prepare for the county court, as I don't see him responding to the letter he recieved today. I would like to start preparing to act, once the deadline given is passed. Thanks

you will need to complete form N16A ( https://www.gov.uk/government/public...n-general-form)
and attach a witness statement detailing all material facts of which the Court should be made aware,

Would that be okay, if I could share witness statement and share with yourput? Also will it help if I get a building works company to assess and get statement?

Certainly post up for a critique, but I'm not sure of the need for a professional opinion.
If required the judge will order it.

                      Form EX50 lists the fees.

"To issue a claim for something other than money or possessions (e.g. civil injunctions, gas injunctions, anti-social behaviour injunctions) the fees are based on where you start your claim - fees order 1.5
High Court (including possession claims) £528
                      County Court £308"

It says on page 6, both court fees must be paid, does this apply to my scenario? Am I claiming a possession of land or claiming damages in legal terms?

You are applying for an order to stop him piling earth against your wall.
It is not a claim but a civil injunction
