Change of legal aid solicitor

Hi
A party will be appointing a new LA solicitor having been disillusioned with their current solicitor. The current solicitor will only pass on the LA certificate to the new solicitor if the party first goes through their complaints procedure. Is this a requirement under legal aid rules?
