I have received a charge notice from Edinburgh Airport posted on 28/8/20 for a offence on the 1/3/20 is this inside the time to claim I understood it should have be notice within 14 days do I need to pay this to this private English company

So who is the company and what are they saying?

POFA does not apply in Scotland so only the driver can be held liable

if they are trying byelaws they are out of time (at least in England)

POFA 2012 does not apply to Scotland but I understood that Transport (Scotland) Act 2019 has introduced keeper liability in Scotland.
