Just received parking fine notice £100 from UKCPS timed at 10.20am 22 /08/20 only just arrived and crossed the road and parking warden passed me. Signage stated 3 hours free parking and I left after 2 hours. Phone company mail box but it’s full so cannot leave a message is this a scam? An I liable for these charges ? Or do I just ignore this ?

Yes you could be liable, best not ignore. It's not a fine it's an invoice for an alleged breach of contract.

Post up a redacted copy of the notice you received but leave dates

Do not identify or infer the identity of the driver. Edit your post to remove the inference, use "the driver........" etc.

Photos of the signs would help
