JCandA - Vertill

I'm having issues with Vertill hounding me for £2700 for supposedly breaking their Conditional Fee Agreement, nearly 6 years ago, which is simply not the case. I'm currently writing to complain to them. and have also asked for a Subject Access Request - which they pointed me back to JCandA for - do they not need to carry this out themselves as they are a company and clearly hold my information? Also, how does it work with them being an unregulated company? Any info or advice on this would be really appreciated.
