Salary not changed in 8 years & being pushed out

I have had an ongoing issue with my employer for years that when I started I was getting the max base salary for my corporate title. 8 years later it is still the same and I'm told every year there is nothing that can be done as its the max I can get. I have tried over and over to get promoted but there is always some excuse (not related to my performance). I now feel like they are purposely trying to get me to quit so they would not have to pay out any redundancy. I have inquired about obtaining a redundancy previously during staff reductions and I was told that I would be the last person on the list since I was a woman. I know employers are not legally required to give you salary increases related to cost of living increases, but is there ANYTHING I need to be aware of to support my case? I find it surprising an employer can not change your salary over this length of time.
