Shipping container

I have an unadopted road to the rear of my property. A shopkeeper has placed a shipping container running along my fence line. As the fence line tapers out this container touches part of the fence and has caused damage. The local council has now granted retrospective planning permission for the container despite local objection. Is this legal?
