I have a neighbours oak tree hanging over into my back garden, can someone please tell me what the rules are on trimming it? Can I just do that?

You may trim back to the boundary line, but may not enter (nor lean over) your neighbours's property to do this
The trimmings should be offered back to your neighbour, not just thrown back over the fence.
If the tree is subject to a tree preservation order you may not trim it
For the sake of good relations suggest you discuss the matter with your neighbour first!
