  • Ticket issued to a 17 year old

    Hi, my daughter has received a parking ticket today through the post 28/7/2020, the date of the said offence was 6/7/2020. My issue is the lapse in time from the offence to fine being issued. My daughter owns the car, she's only 17 so can she legally be held to a parking contract. It was not her driving at the time, any help would be greatly appreciated.

    People under 18 can enter contracts for necessities, and parking would be so considered.

    Then post up the ticket (redacting identifying details but leaving dates) so the clever ones can advise, but it certainly seems that ticket may be out of time to transfer liability from driver to registered keeper

      Edit your post so that the identity of the driver cannot be inferred.

      It would have been nice to see the redacted PCN but on the info given:

      Dear Sirs,

      I have just received your Notice to Keeper xxxxx for vehicle VRM xxxx

      You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to deliver the notice within the relevant period of 14 days as prescribed by section 9 (4) of the Act. You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

      There is no legal requirement to name the driver at the time and I will not be doing so.

      Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.
