I hadn't heard from RLP for 4 months, i got a letter from them today saying, they would except £49.95 50% deduction if paid within the next 14 days. Do i have to pay this after 4 months.

Thank you for you quick response. RLP said if i didnt pay this within 14days, they will be asking for the full amount, will they take me to court if i dont pay can you be 100% certain this won't happen.
How many people have experienced this horrific situation.

Look, if they were sure of getting the full amount why would they offer a 50% discount??
RLP can't take you to court. Only the retailer can do that.
This is approaching their last push, they might pass it to a debt collector who can be ignored as well

Only a court has the right to impose fines. The so-called Civil penalties: for taking staff away from their work was ruled to be invalid.
So whether the OP; or any other person has stolen or not, is irrelevant, the retailer needs to take them to court. That's what the "rule of law" is about. It's not about private companies making money from this.

Difficult to say how long they go on for.
Towards the end you might get a letter offering you a "discount" to avoid court action! (as if!)
Sometimes you might receive a letter from a debt collection agency, which should also be ignored
