I have a letter from Trace Legal threatening me with County Court action for a NCP parking fine. I did not receive a parking fine in the post from NCP even though have said that they have sent me 2. Trace are demanding £160 or they will take legal action. What can I do, if anything?

In that case I would suggest that as they go on the address provided to them by the DVLA you check to make it is correct including postcode. You should also ask Trace for details of the alleged transgression from their client which shows time, date, photographs etc of the incident.
At no time should you disclose who the driver was.
