Mother not home after contact

Hi has anyone ever came across a Mother not being in for kids being returned after contact?* This has been happening more and more frequently.* Kids get dropped of in a Sunday evening and she's either not home or makes excuse at very last minute why she can't take them back.* They do live with her so I'm unsure what I should do if it keeps happening. There's no court order in place and I live in Scotland*
