  • Wrong parking Permit received and CPM issued a PCN

    Hello All,*
    I am new to this forum and needs your advice on the way yo deal with this.
    I have a right to a parking bay as a tenant of Barking reside since 2014 just like any other tenant. In 2020 CPM contacting us stating that they are now in charge of the parking bay and issued a GREEN Parking permit.Few days later, I realised that my neighbours have a different colour parking permit.* On inquiry, I found that a BLUE parking permit was issued and the green one is no longer valid. I contact CPM about this and was told that a blue parking permit was delivered.* I check through my mails to see if I missed this but did not find any thing of such. I emailed them stating that ,I didn't recieve* the permit and asked what the next step would be. I had about 3 different customer service advisors responded to me with non stating what I should do next.

    All these happened before the 17th of February which was supposed to be the* day the display of permit must start.

    I recieved another mail from another* advisor that I will need to buy another permit. By the next 2 consecutive days. I was given two PCMs for displaying wrong permit.. I responded and bought another permit as I had to travel for a course.
    I appealed the PCMs and they were denied.* I went further to appeal through the Independent* Appeal Service. When it was time for me to view their evidence, I couldn't log unto the The IAS website, so* I requested for a password change, non came through. I wrote a letter to The IAS commission stating what happened on their website* and which hindered my ability to respond the the issue.*
    They acknowledged the receipt of* my letter and complaint and stated that they saw that they was password reset request multiple timesbut they were not aware of the technical difficulties and as such, they can not extend the timeframe for me to respond to CPM evidence and that the appeal is 'awaiting Adjudicator.' I was informed that they can't assist me on this case any longer.

    I am yet to hear from the IAS but I received a letter from a debt collector this morning with regards to the CPMs.

    What can I do.? Can I take them to county court? The last thing I want is the harassment by debt collectors.

    The IAS would have rejected your appeal anyway, they are renowned for that.


    SSo what gives you the right to that bay?* What does your lease say?* Does your lease require a permit and a payment to a third party if you don't?*

      As a tenant, I am entitle to a parking bay. It comes with the tenancy agrrement and before February 2020, it requires no parking permit.
      The use of parking permit only came on board in February without Barking Reside consulting me. CPM just sent a parking permit and introduced itself as a third party now in charge of managing the parking bays. The first parking permit which was issued by CMP was free and grren in colour. It iwas later cancelled and a blue once was issued which I did notI received. CPM refused to issue a new one except I pay. In between my discussion with them, they came down daily to issue me a PCN. I meet the ticket agent on the third day and asked him not to come to my car again as I have been issued 2 tickets already while in discussion with their company.
