Not received a pin but being charged

I have been informed by a company zzps by email that I had to contact them. So I rang and they said I owe 170 for a parking notice on private land. This was back in October according to them.. i haven't received any ticket on car or in post.. it turns out that the company they represent sent the ticket to the wrong address. They say the DVLA gave them number 33 not number 32. They have since lowerd the price to 60. I have said take me to court as I'm not paying for something I haven't received.. the car parking comoany them self's are ignoring all my calls.. i have lost my legal right to appeal the ticket as I have never received it.

So what does your V5 document give as your address?

If it's correct then the error will be a transcription error by the parking company as I understand that all enquiries are computer to computer.
