  • which appropriate division of court ? / costs incurred ?

hello, i am in proceedings, have been advised (with great legitimacy) that claims against statutory bodies (re: local gouvernment vs. "interpretation of caselaw" ("kind of claims") are not really in the remit of civil magistrates money claims courts; leaving 3 questions please ?; 1) if the above is not in the the magistrates courts remit; then what court would deal with said proceedings ? 2) does this mean it will be "highly expensive" to do so ? 3) is legal aid or "help with fees" available to omit "2" if the answer is what i am guessing it is ? - THANKS
