Car Blocked In, Penalty received

I was attending the dentist, I parked in the car park assuming it was for patients, when i got into the reception i was advised that it was not, I then went to the car immediately to move the vehicle but someone had already blocked me in so I was unable to move it out. I advised the dentist that I was blocked in, they said it would be okay, when I returned to the vehicle, there was no parking ticket placed on my vehicle at the time of the incident, if there was a PCN placed on my windscreen I would have followed this up with the dentist immediately. Now that I have your Parking Charge Notice 3 months after the date of the incident and with all the chaos going on I am unable to reach out to the dentist because of Covid 19. You can see from the parking attendants image I am blocked in. I then appealed this however it was rejected, do you think I should pursue this with the IAS ?

Don't bother with the IAS, you will lose.

Have you identified the driver? Yes or No. As they didn't know the identity of the driver then to hold the keeper liable the have to deliver the Notice to Keeper within 14 days. If the driver has not been identified then edit you post so that the identity of the driver cannot be inferred, use " the driver...... " etc. The keeper received the notice.

Post up a redacted copy of the PCN. It's not a penalty, it's an invoice
