PCN issued Over 14 days since contravention PoFA Vs Contract Law?

  • PCN issued Over 14 days since contravention PoFA Vs Contract Law?

    We parked for 14 mins not realising there was ANPR, one of us stayed in the car. This was on 29/02/2020

    We received PCN on the 18/03/2020.

    The original PCN was addressed to vehicle keeper.

    We did an internal appeal with some crappy story, and informed them that it wasn't the vehicle keeper driving. At this point unaware of the PoFA/ contract law differences we volunteered the name of the driver.

    We received a letter, now addressed to the driver (my partner) rejecting the internal appeal.

    Do we have no chance now of appealing with POPLA under the pretense that the ticket wasn't issued within 14 days?

    No, POFA is no longer applicable if the driver has been identified.
