I have scaffolding covering my entire council house for over 6 months. They were supposed to put in new windows. The csaffold is still up and windows not installed. I am not concerned about the windows but the scaffold is blocking access to my tiny garden, blocking my windows, There are foxes climing up at night, boards are banging causing me to wake up every time the make a loud noise. They will not take it down, can I do anything about it?

What reason are they giving to refuse to take it down?
Sorry i'm just thinking out loud, it might be irrelevant, I am not employed in anyway in the legal profession, please ensure you research any advice I give before using it I have been known to be wrong on multiple occasions.
