    Hi, I would like to get some advice what is my rights. I received parking notice (Met parking services) date of issue of the notice: 30th March 20 , but the date of Contravention is : 27th January. Place :Southgate Park, Stansted. Can anyone help me please, because I don’t think it’s right to issue it after two months. TIA

    If there was a windscreen ticket then they have 56 days to get the Notice to Keeper to you, with no windscreen ticket then it is 14 days.

    I'll assume that this is without windscreen ticket so your response should be:

    Dear Sirs,

    I have just received your Notice to Keeper xxxxx for vehicle VRM xxxx

    You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to deliver the notice within the relevant period of 14 days as prescribed by section 9 (4) of the Act. You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

    There is no legal requirement to name the driver at the time and I will not be doing so.

    Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

    Send first class post with free certificate of posting from a post office.

    They will probably reject and supply a code for you to appeal to POPLA. In your POPLA appeal you mention all the other POFA fails. Here's POFAhttp://www.legislation.gov.uk/ukpga/...dule/4/enacted You should be looking at paragraph 9 and in particular 9 (2).

    Post up a copy of the redacted Notice to keeper but leave dates so that others can find the rest of the fails.
