My boyfriend wants to do a judicial review. How would he go about doing that?

Firstly, is a judicial review the correct procedure for the situation?

Secondly he must first obtain permission, and this can cost.
The initial fee is £154 to apply for permission. If refused permission the fee is £350 to apply for reconsideration,If granted permission, the fee for proceeding is* £700.
