  • nearly 3 months for NCP to issue a PCN

    Hi all. First time poster - PCN this morning in the post. From NCP for parking in a station car park - so never a window ticket only ever through post.
    So presume no problem appealing this given outside 14 day of issue
    (Even though the driver paid through Dash text on the 7th and 9th, they are trying to ticket for the 7th TO the 9th - the driver does not want to get in to that to and fro of this unless necessary).
    Thought would alert people, maybe working from home is giving them time to try and issue penalties and keep their income going.
    Any comments?!

    Edit your post so that the identity of the driver cannot be inferred, use "the driver......." etc


    Dear Sirs,

    I have just received your Notice to Keeper xxxxx for vehicle VRM xxxx

    The land is subject to byelaws and therefore not relevant land for the purpose of schedule 4 of The Protection of Freedoms Act 2012 and therefore liability cannot be transferred to me, the keeper.

    Even if it were relevant land you have failed to comply with the requirements of Schedule 4 of POFA namely, but not limited to, failing to deliver the notice within the relevant period of 14 days as prescribed by section 9 (4) of the Act.* Again you cannot transfer liability for the alleged charge from the driver at the time to me, the keeper.

    There is no legal requirement to name the driver at the time and I will not be doing so.

    Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

        Thank you!
