  • Can leases specify no parking on public roads?

My nephew is considering signing a lease for student accommodation, which states that he has to agree not to park a vehicle anywhere within 1km of the student block. Is this legally enforceable? It is my understanding that the lease is an agreement between the tenant and the landlord so the landlord would have no control or say over parking on the public road.
