  • Penalty Charge Notice (PCN)

    Hi All

    I am new to this site and hoping someone can advise me.

    I received today 12/03/20 a Penalty Charge Notice (PCN) from Islington which is dated 11/03/20, and the date of the contravention was 06/12/19.

    The alleged contravention 38JL Failing to comply with a sign indicating that the vehicular must pass to the specified side of the sign.

    I have attached a copy of the notice and the pictures the camera took.

    If you look at the image the side they want you to go is very narrow then there are parked cars, it is safer to use the middle and there are no other vehicles, bikes, pedestrian or even a pigeon.

    This road layout has been constructed just to make money.

    Do they have to issue the notice of the contravention, with in 28 days? I have also read that if they contact DVLA it's from the date they gave the information, is this correct.

    I believe you are correct in that the enforcement authority has to issue a PCN within 28 days of the offence.

      Was it a vehicle on hire/lease/finance?* If so the pcn would have gone to the company first, who would have
      informed the council and transferred liability to you. The council would then re-issue the pcn to you and the 28 day limit dose not apply.
