Access rights

Hi there i own a house with a track to it (77m) and there is 4 houses below me one of witch is used by 3 car twice a day the remaining 3 properties do not use it although they have access on there deeds and all 4 are liable to help maintain but the one property that has 3 cars and uses the road every day has starting to cause damage to the verges and has not helped maintain and refusing to as its not his I live in Scotland can I revok access as he has not helped maintain and has caused damage I have asked him repeatedly to help but to no avail.*
