Help with removal notice

Hello. Please could you help me??* This is very embarrassing.* I have been contacted this evening by the person who now lives in my previous address.* She was awoken with banging and shouting before 0700 hours, serving a removal notice for me from Lancashire County Council.* I left that property 12 months ago and have to my knowledge, never owed anyone a penny, despite being disabled and having been made redundant.* I am frightened and mortified.* It says the bill is for £393:00, which includes their fees.* I know nothing of any debt.* What do I do????* Please help!!
