Parking on unadopted Street

Hi all, we are having some issues and difficultys with tattoo shop staff using our street as a car park, the difficultys we are experiencing are violent responses to our requests, threats from the staff and customers of said shop, these people completely ignore anything we ask , they continue to obstruct the street, which is a small cobblestone street, with terraced houses on either side, when asked to move offending vehicles, all we get is four letter expletives and threats of violence, police refuse to do anything* about it, can anyone please help, thanks Johnoffending
