PPs parking fine

I have just posted my gripe on a PPS Parking Solutions fine. My husband drove accidentally into a pay & display without realising - too busy concentrating on satnav. Waited in car for person he was giving lift to, to come out of adjacent* building site office, tgen drive out. Letter arrived from PPS with fine of £60. Appeale was rejected even though they allow 10 mins 'grace' my husband was on premises for 17 minutes in total. Paid fine to avoid £100 fine! Can we appeal to parking organisation if which PPS is member? My husband wasnt deliberately avoiding paying psy & display he had no idea the whole site was part ofpay & display area.
