SAR request info from private parking firm

Hello all,
I've recently been dealing with a private parking firm, as a result I've requested the data they're holding and it seems they have a copy of a manual, paper PCN with the wrong serial number (compared to the notice to owner) that has been updated to reflect the correct number, by hand.
Is this acceptable procedure? It seems slightly suspicious..

The windscreen* ticket and NTK should contain the same details
