Can marstons bailiffs force entry on their second visit?

Hi, can marstons bailiffs force entry into your home on the second visit? He came out the first time and demanded Ł320 and we agreed 2 weeks to get the money, however I had problems over the 2 weeks and have only managed to get Ł100. Can he force entry into my home and take my things? The debt is from an unpaid speeding fine.*

Was the fine imposed by the Magistrates Court?
