Small Claims Court Case struck out and vacated - Can I have it reinstated

I have just received notification that my case against defendant in small claims court, which was due to be heard in 3 weeks time has been struck out and vacated as a result of non payment of the hearing fee.* This is the first time I have been contacted about the hearing fee else I would have paid it.* Can I ask for the case to be re-instated..?

apply immediately to have the claim reinstated
You have seven days from the date of service of the order to strike out
