Parking fine machines were OFF

I've recieved a charge notice for nine payment of parking ,admitted I did not pay as the machines were not working,* I have appealed it but it's been rejected and I havec14 days to pay or bailiffs charges will be added, they said there are notices ti pay over the phone or by email, I have sent the video and photos of the machine out of order too so I still pay even though the machines were out of order ?*
