Can a complaint be reopened if it was A-withdrawn by the accuser or B dropped by the police

More information required.
Was this a complaint about the police?
Why was it withdrawn?
At what level did the police decide on No Further Action: sergeant/Station inspector?
If it was a complaint about the police was it taken up with the force's**Professional Standards Department?
