    Hi Guys
    I need some advice please.
    I sold my vehicle on 20 August 2019 but for some reason the V5 that I sent to the DVLA was lost in the post. I received 4 PCNs that happened on the mid September 2019. When contacted the DVLA to give me a proof that I wasn’t the keeper/owner at the time, it took a while for the process to happen and get a letter from them confirming that I wasn’t the owner/keeper from the 20 august 2019.
    Here is the problem. When I sent the letter to Brent council, they refused to cancel the PCN’s because it’s past 28 days since they were issued. I was shocked they were asking me to pay for penalties caused by other people. And what shocked me more, I have now received a court debt recovery order for only one so far.
    I need some help on 2 issues:
    I don’t have any option to tick that let me say I wasn’t the keeper of the vehicle at the time.
    I don’t understand the why the declaration has to be signed by a commissioner of oath of or an officer of a county court.
    Obviously, I feel very angry and frustrated as this causing me stress, time and money.

    Contact the Traffic Enforcement Centre on Monday, explain your problem and ask they send you the appropriate Forms to fill in via email. Return them via the same way before 4pm and everything should be put on hold while it is looked at. Please note next action from the Council will be them handing it on for enforcement.
