  • PCN was sent to wrong address but have received Notice of Enforcement

I recently received a Notice of Enforcement for a PCN that I never received. The PCN was*for a contravention that occurred in February 2019 (turning right at a no right turn).*

I contacted the Borough of Brent to ask where the issued PCN was sent and was advised to contact the enforcement agency. I contacted the agency and was informed that PCN and court letters were sent to my previous address. In February I moved to a new address and I had Updated my V5c with DVLA but I received my V5C on 25 of march and during this time the PCN was sent to my previous address. In July a court had taken place and even then the latter was sent to my previous address and now the enforcement agency is saying I have to pay because a court warrant has been issued. However, I feel this is their mistake as I never received any correspondence from them to have a chance to pay the original PCN and not £400.*

I'm struggling to pay this. Any advice would be greatly appreciated.

Go on the gov.org website and download an N244 form. Fill it in and send it to the court.

The above is incorrect so please ignore it.

What you need to do is to fill out an Out of Time that can be sent to the Traffic Enforcement Centre, not my strong point however. You could go to Pepipoo for further help and may be advised to contact "Herbie" on there - to make a shortcut you could look at "Herbies" website to garner some information - https://bailiffadviceonline.co.uk/in...ness-statement

My mistake, sorry. It's a PE3 form you need to send and also a PE2 which is a witness statement. It needs to be sent to the Traffic Enforcement Centre.
You can email it actually tec@hmcts.gsi.gov.uk
