Hi are overdraft charges Illegal and how can you get penalty charges and overdraft charges refunded when you are in financial difficulty?

Overdraft charges aren't illegal nor are they penalty charges. If you're experiencing financial hardship then you need inform your bank and ask them if they can suspend the charges and/or refund any that contributed to your hardship. They're unlikely to refund historical charges though.
