    Hi All,
    This is my first post...
    Sorry if its a bit long winded. but please stick with it..
    In September this year I received a call from Hackney Borough Council Estates Department and also from Hackney Social Services informing me that my 83 year old uncle had been hospitalised after being rescued from his burning council flat.He's OK!!
    I do not live in or near London and I had no idea that my Uncle lived in London as I had not heard from him in about 20 years.
    Hackney Council in the form of one of its Estates Department officers contacted me by phone to ask me to attend the flat to go through it and remove any salvageable possessions prior to their work force going in to rebuild the flat. Only a family member or nominee can do this I was informed.
    I duly drove down to the address in Stoke Newington, North London on Sept 20th met the Estates Officer and entered the flat..It was destroyed, nothing was salvageable, 83 years of personal belongings, clothes, photographs, furniture, memories gone. Even the window frames had melted. How anyone got out alive is a miracle and a testament to the great work of the Fire Brigade and my Uncle's neighbours.
    On the Tuesday 24th of October, 34 days later, I received a London Low Emissions Zone PCN.
    I did not know such a thing existed, had I done so I would have paid the charge.
    I contacted those that asked me to attend to see if the Council would pay some or part of the £250 discounted charge, they declined and the estates officer would not give or allow his name to be used in any mitigation.
    Social Services did forward an email confirming that I attended on that day but also suggested that the PCN was out of date as it was not sent until 30 days after the event.
