Part 36 settlement offers and legal costs

Can someone please help with this.

I am trying to formulate a Part 36 Offer to a claimant.

I am stuck where it comes to claimants legal costs.

When filling in the 242a am I stating that the offer being made covers
the whole of the claim
or
part of the claim (if no legal cost are included because i do not know yet the full amount of the legal costs
and that the claimants legal cost will be dealt with separately)
or
does it not matter as the legal costs are not included at this stage anyway

are part 36 offers copied to the court at the same time that the offer is sent to the other party/
