    Parking penalty

    Hi can anyone advise. Woke up this morning to find my car had been clamped for parking penalty from September 2018. I have no knowledge of this np correspondence nothing. I live in a new build development in the rural area of barford. I've paid for removal of clamp however what are my rights to contesting the penalty and getting refunded?
